AI budget 2027: seven decisions before you sign

The 2027 budgeting cycle is an opportunity to replace a project list with an investment portfolio. Every material allocation needs a sponsor, a value hypothesis, full costs and conditions for continued funding.

Seven executive trade-offs

  1. Set the mandate: agree the business outcomes and acceptable autonomy.
  2. Narrow the portfolio: prioritize where value, data and delivery capacity intersect. Identify projects to stop.
  3. Validate value: distinguish theoretical, capturable and demonstrated benefits. Assign an owner to each assumption.
  4. Fund full costs: include integration, data, operations, oversight and change management alongside models.
  5. Fund trust: plan classification, controls, cybersecurity, evidence and assurance according to risk and legal role.
  6. Organize adoption: allocate business-team time, training, process redesign and measurement.
  7. Stage funding: release tranches against evidence with continue, revise and stop criteria.

The table to request before approval

For each priority use case, collect the sponsor, baseline KPI, target outcome, expected captured benefit, first-year and recurring costs, dependencies, risk owner and next gate date. Separate approved, committed and conditional funding.

A shared-foundations reserve can support data quality, access controls, evaluation and monitoring across several cases. Allocate those costs transparently rather than shifting them to improve a single pilot’s apparent ROI.

A practical sequence for the next committee

Start with the Board Kit to clarify the mandate and investment conditions. Ask priority sponsors to complete the Navigator and validate financial assumptions with finance. The committee can then compare cases consistently while retaining unresolved governance conditions.

Published for the October–December 2026 planning window. The seven decisions remain useful during 2027; adapt gate dates to your actual budget cycle.

FAQ

What percentage should be spent on governance?

There is no universal percentage. Estimate necessary controls and evidence for the risks, systems and applicable obligations.

Should every promising pilot receive funding?

Prioritize testable value, an available sponsor, usable data and a credible production path.
